The female pedestrian struck by a moving vehicle in Washington Circle this morning is being treated for “non-fatal injuries,” Metropolitan Police Department Officer Hugh Carew said.

Parts of Washington Circle remain closed after a female pedestrian was struck by a moving vehicle, city police and eyewitnesses said Tuesday.

Tremaine Hirper of the Metropolitan Police Department’s Office of Public Information confirmed that a female pedestrian had been struck, but could not give any more details on the incident or the victim and said she was not sure how long the street would be closed.

University spokeswoman Michelle Sherrard said in an e-mail Tuesday afternoon that the victim is not a student or employee of GW.

Two eyewitnesses confirmed that a female pedestrian was struck by a vehicle sometime before noon in Washington Circle.

Senior Larissa Pardo said she was on her way to work around 11 a.m. when she witnessed the incident, which she said occurred at the intersection of 23rd Street and Washington Circle.

“I thought it was a car hitting a trash can, and I looked over and I saw the back tires roll over this woman’s body,” she said. “She didn’t scream or anything, it was just me and this other woman started screaming and I called 911, but the hospital was right there. They just loaded her up on a stretcher.”

Pardo said she saw the victim hit by a green sport utility vehicle.

“When the police were interviewing the guy with the suburban that rolled over her, I was across the street and saw him shaking,” Pardo said, adding that it appeared the victim had been severely injured.

Congratulations to the non-dispatched DCFD first responder and especially the GWU ER staff for a quick response to an unexpected emergency. The victim was in critical care within 4 minutes of the accident and that unequivocally saved her life.

My heart goes out to that beautiful young woman and her family… a speedy recovery.

    Please please readers take note:

This woman is lucky to be alive. Please be careful when you cross the streets here REGARDLESS of crosswalks, lights, laws or courtesies.

I did not witness the accident actually occur and am not blaming the driver nor the victim. The operator did not seem in any way at all like a reckless or irresponsible person. The woman was also just like any one of us.

I have, however, on other occassions commented in the past that in NYC, people are afraid of traffic; in DC, people often seem to be trying to prove a point by walking in front of traffic. We all injur just as easily and the pain this woman, the driver, and their families are suffering is incalculably greater than any lesson you may want to teach a driver about pedestrian rights. Think of the bigger picture: yourselves and your families.

My deepest sympathies to all involved today.

We are fortunate more accidents don’t occur at this circle. It seems unnecessarily dangerous for both cars and pedestrians.

  3. Friend Of Victim says:

She did not survive. I hate people who falsify what really happened to make other readers feel better. Yes, amubulances got there within 4 minutes and I thank them, but she did not live to see tomorrow. She was a beautiful hard working girl going to school and was highly family oriented. Whichever police officer said that she had no life threatning injuries blew smoke to the press. She was ran over by a car so how do you believe she would be ok from that? I hate DC and their lights and steets. And the man who did hit her was probably trying to beat a red light and was speeding so fast he did not realize he ran over somebody. I hope this incident haunts him in his dreams

it is confirmed, she was killed by that person, she was my friend and a wonderful and beautiful person and didn’t deserve that. You people are idiots, i grew up there and the reason i left was because of people like that. Always in a rush no matter who it hurts. Pay Attention when you are driving get off the phones and your computers and drive!

  8. friend of victim says:

i feel so sorry for her i knew her and her family she did not desevre this. she was a wonderful girl i dont know why they dont fix the street light thats y so many accidents happen and so many inocent people die.i dont blame the driver at all it wasnt his fault and he didnt do it on purpose like a man he got out of the car and hepled her out even though she did not survive he didnt run he stayed there side by side to make sure she was ok and rushed to the hospital. she was only 25 she had a long way to go and now she wont be able to see the lights of tommorow. rest. in .peace

    RIP Annie!

  10. friend of victim says:

It seems there are so many different stories circulating, but we can all learn from this. It is quite petty to say who had the fault. Someone died. Even if Annie did jaywalk, as I see people do all the time, can we say “oh well” she should have followed the signs? Let’s all drive slower and get the hell up earlier so we don’t have to rush all the time. Yes, driver, you may have had the right of way, and yes, the jaywalker was at fault. But how much consolation is that after the person is dead? It is less likely you will kill someone and yourself if you drive slower and stay focused on the road. I know I will be much more careful now. RIP Annie.

Life happens and this is one thing I am in shock about..NOT ANNIE>>>NO!
She was a generous, kind and loving young lady. She was brave, courageous and a “GO GETTER”. Even upon her death, she was “GO GETTING” something, either work, college classes, or going to shop for those precious doggies she loved and her precious family or Dear Boyfriend. She LOVED PEOPLE..and if she could wake up from the dead..she would say…HE DIDN’T MEAN IT..to run over me..that would be Annie..forgiving and kind..and always trying to make PEACE WITH ALL!

I pray the LORD GOD reaches down and gives HOLY HUGS to all her family..and extended ones, who knew her as family. WE need YOU, Lord Jesus, I pray you come and grant a PEACE only you can give.

In Heaven…she will run through beautiful GARDENS, which she loved on Earth. Annie crafted and did beautiful cross stitch, made me tons of GLORIOUS Jewerly…always LIVING LIFE TO ITS FULLEST…

She was the prettiest little All American Girl I knew. She spent 600.00 just to become a PROPER AMERICAN CITIZEN, then was doing Medical Classes to have a great career in helping people, then working on her Drivers License…PRESSING forward…

Nothing in life stopped her…in her goals, she was a POSITIVE PERSON…she would forgive the one who took her life..that would be MY Dearest Friend…and Young Compadre–Lil Annie..short and sweet…….and loved GREEN TEA and TEATIME!!

Plant a CHERRY TREE in her HONOUR..that would please her..Plant a rose bush….something that would grow and bring pleasure to people……….SHE would say…YEAHHHH that is kewl..DO it!! :-)

She brought JOY and HAPPINESS wherever she worked or lived…

Annie…was a Kindred Spirit….A TRUE INSPIRATION for us all…..keep living, never stop…never let anything stop you from your goals and pressing on…especially TO LOVE PEOPLE>>that would be ANNIE HUYNH…

Annie, You left us just when the CHERRY TREES and ALL the blossoming trees are blooming…………GOD HAS BOUQUETS JUST FOR YOU>>>in Heaven…I know you will save me a spot at GODS TEATABLE>>>!!! Love U…

You may be gone in body, but NEVER in SPIRIT…we will always remember you and HONOUR YOU in all we do………you were a Great…SHORT POWER GIRL!!!!! MAY the family love each other..and feel OUR LOVE during this time………..Life happens, I won’t question it…but I will ACHE FOR AWHILE>>>no long emails…long letters from my lil pal..in Washington DC>>>> Love lives on…and ANNIE would wish ALL to LOVE>>just LOVE>>at this time….LadyRox of Staunton, VA

  15. Bicyclist says:

I have crossed at the Circle twice a day for seven years and have almost been hit twice recently by ambulances with NO lights or sirens who clearly blew through solid red lights!!! I verbally dressed-down the one driver who waved her hand at me in dismissal!

I’ve stopped a couple times this week to reflect over the memorial… how sad.

  16. Castro says:
